Overview
The Raven Queen is the keeper of fate and death who watches over the wheel with an impartial eye, neither loving nor hating mortals overmuch. She is primarily concerned that the wheel turns smooth.
The Raven Queen's influence stems from a type of civilized attitude toward death that is reverent and pragmatic without being excessively fearful or gleeful about the idea. Followers of the Raven Queen are few, and she does not love them in return. Those who uphold her ideals do it out of personal conviction and rarely win her favor.
The Raven Queen was once a mortal elf, whose true name is now lost to time. She fell in love with Avandra and slew Nerull with Avandra's help. Avandra hated the cruelty of the death god and wished for a softer world for the mortals, and the elf went along with Avandra's plot out of devotion to her.
What the elf was not told is that there must always be a keeper of death, and having slain Nerull she was required to fill his role. She felt betrayed by Avandra and the two have not spoken since. She holds Nerull at bay now out of self-preservation, caring little for mortals or Avandra's wishes.
Allies and Enemies
The Raven Queen allied with Avandra to murder Nerull, The Reaper King.
Enemy to necromancers, those who would live forever, and doppelgangers.

The Raven Queen has never had a broad following, but her few paladins and warlocks were extremely faithful.
